Building background to forward-looking strategic planning as a tool for national development

Abstract
This article addresses the development of alternatives responding to the needs of human groups,
especially those who build a vision for the future. Society is in a hurry to reduce the uncertainty of
the phenomena that affect it positively or negatively. Our world is constantly changing and the impact
that social phenomena generate is inevitable, therefore it is necessary to have contingency plans
based on different possible and probable scenarios. The objectives are inspired by carrying out a
research work that seeks to identify prospective strategic planning as a tool for national development.
The utility of prospective strategic planning in government management allows strategic decision
making. In this sense, prospective strategic planning can be used to build scenarios that may occur,
and this develop timely action plans on issues of public interest; these plans predict or anticipate the
scope and consequences of social and political phenomena.
